Selection Process for Police Officer

Background Investigation

 

Candidates who pass PHASE I will then undergo an extensive background investigation.

 

Candidates will be required to fill out a Personal History Statement. An incomplete PHS may be grounds for disqualification. An investigator will be assigned to conduct a

background investigation based on the PHS and other information that was gathered

during the process. The candidate will be fingerprinted and photographed. The

background investigation will include, but not be limited to:

 

Employment history and experience, educational experience, military records, personal references, financial references, motor vehicle history, criminal conduct and contacts with law enforcement agencies and verification of credentials. Interviews will also be conducted with relatives and acquaintances.

 

Administrative Review

The successful candidate will be interviewed by the Chief of Police and/or Command

Staff.

 

Conditional Offer of Employment

If approved by the Administrative review process, the candidate will be provided a

Conditional Offer of Employment. Candidates must meet all of the conditions indicated on the form to be eligible for appointment as a probationary member.

 

Polygraph Examination

Candidates will be given a polygraph examination by a certified examiner. A copy of the standard questions are provided to the candidate prior to the exam date. The exam covers truthfulness, prior criminal activity and driver history. Candidates are not denied employment status based solely on the polygraph exam.

 

Psychological Assessment

Candidates will fill out a written assessment that is then sent out for analysis. If the

candidate successfully passes the written phase of this test, they will be scheduled for an interview with a psychologist.

 

Medical Examination

A comprehensive medical examination will be conducted by a Goffstown Police

Department’s physician of choice at the department’s expense. It includes a complete

physical examination with attention to those physical standards set by the New

Hampshire Police Standards and Training Council.

 

The candidate will submit to chest xrays, drug test, vision test, hearing test and a baseline lead blood test. The purpose of the medical exam is to reveal any medical problems which may inhibit or prevent the candidate from performing the essential functions of the position of police officer.

 

Offer of Probationary Status for One Year

If the candidate successfully completes the process, the Chief of Police and Command

Staff Officers will conduct an administrative review. A recommendation may then be

presented to the Board of Selectmen for the candidate’s appointment as a probationary member.

 

If a candidate fails any portion of PHASE II, the candidate will receive a letter informing them that they are not being offered a position and that they may apply for any position after three (3) years.

 

Training Agreement

Applicants who are offered positions with the Goffstown Police Department will be

expected to sign a contract committing themselves to work with the Department for not less then three years. An officer who voluntarily leaves the Department in less than three years is responsible for reimbursing the Town of Goffstown for the pro-rated cost of training.

 

Copies of the agreement and details will be provided to candidates as they progress to

final stages of the selection process.

 

Appointment to Probationary Status

Successful candidates will be appointed to the position of Police Officer on a

probationary status for a period of one year from the date of appointment.

 

During that year the probationary officer will be expected to successfully complete the

New Hampshire Police Academy (14 weeks duration), the Goffstown Police Department Field Training Program (approximately 12 weeks duration) and perform the duties and responsibilities of the position at a satisfactory level.

 

Residency Requirements

All Goffstown Police Officers are required to reside within a 10 mile radius of the

borders of the Town of Goffstown within one year of appointment.
